NAB groups, Roles, and the database ACL is one solution. Simply create your groups, add the users, create roles in the ACL for each group, then restrict the views to be accessible only to the applicable roles.
Depending on the number of groups & views, it really shouldn't take that long to do this. Not really a major redesign of the application.
